Sir,
I have the honour to forward the enclosed
copy of a report made in April last year by Mr. A. M. Thomson, the Colonial Treasurer, regarding a deficiency in the stamps in his custody, which he discovered when handing over the stock prior to his departure on leave of absence.

The matter was referred to a Board of
Enquiry and to the Auditor. I attach copies of their reports.
I annex also a copy of a further minute sent in by Mr. Thomson on his return from leave.

It will be seen from the report of the Board of Enquiry that at the end of the year 1915 a surplus of stamps of the face value of 81,050 was discovered. The matter was fully investigated and the only conclusion that could be come to was that surplus sheets had been supplied by the Crown Agents.

In 1904 it was discovered that fifty sheets of 4 cent postage stamps were missing from the Post- -master General's stock. The papers dealing with the subject have unfortunately been destroyed, but I enclose reports on the subject by Mr. S. B. C. Ross, who was Acting Postmaster General at the time, and by Mr. A. J. Reed, Accountant at the
Post Office.
